Annual Testing Is Required by Law
Every property in the Dallas-Fort Worth metroplex that has a backflow prevention device installed is required to have it tested at least once per year. This requirement comes from the Texas Commission on Environmental Quality (TCEQ) under Texas Administrative Code Title 30, Chapter 290, and is enforced by your local water utility.
The annual backflow test must be performed by a TCEQ licensed backflow tester who holds a valid Backflow Prevention Assembly Tester (BPAT) license. Property owners cannot perform their own tests, and plumbers without the specific BPAT certification are not authorized to conduct backflow testing.
When Is Your Test Due?
Most DFW water utilities operate on a 12-month testing cycle. Your test is typically due on the anniversary of your device's installation or your last successful test. However, each city manages its compliance program differently:

Your water utility will typically send a reminder notice 30 to 60 days before your test is due. However, it is ultimately the property owner's responsibility to ensure testing is completed on time, regardless of whether a notice is received.
What Happens If You Miss Your Deadline?
Failing to complete your annual backflow test by the deadline can result in serious consequences:
First notice: Most utilities send a courtesy reminder with a new deadline, typically 14 to 30 days out.
Second notice: A formal violation notice is issued, often accompanied by a fine ranging from $50 to $500 depending on the municipality.
Final action: If testing is still not completed, the water utility has the authority to disconnect your water service. Reconnection typically requires completing the test, paying all outstanding fines, and paying a reconnection fee.
New Construction and Installation Requirements
When a new backflow preventer is installed — whether for new construction, a remodel, or a replacement — the device must be tested immediately after installation before it can be placed into service. This initial test establishes the baseline for your annual testing cycle.
Additionally, any backflow preventer that has been repaired, relocated, or taken out of service and reinstalled must be tested before it can be put back into operation.
